I can suggest 2 areas to check on your carb that may cause the symptoms you describe:
1. The diaphram. Is it is good condition and correctly located ? The surging you describe can be caused by air leaking through or around the diaphram.
2. The float height. If there's not enough or too much fuel in the carb, the bike will not run cleanly.
You say it's a new carb. Is it brand new or just new to you - in other words used ??? If it is used, then all the jets need to be removed and cleaned out.
